  • Different reference dates: EV fleet (SDES) as of 1 January, charging points (IRVE Etalab) daily snapshot.
  • Charging points are counted where they are installed: a department crossed by a major motorway corridor mechanically shows a low ratio, without its residents actually being better equipped day to day.
  • 0.9% of the charging points in the consolidated file (2,005 rows) cannot be matched to any department (missing INSEE code and no usable postal code in the address, or Corsica 20xxx which cannot be resolved) and are therefore absent from this ranking.

Monthly national history (Avere-France / Gireve barometer)

The Etalab dataset above is a point-in-time geographic reading. The Avere-France / Gireve national barometer publishes the number of public charge points in France every month. The monthly history is reconstructed here since 2022, together with the usage indicators (availability, sessions, consumption) published from late 2024 onward.

Manual entry: The national monthly history is only published as PDF (the barometer); it is entered by hand from each Avere-France / Gireve barometer (PDFs kept in the repository for audit). The “technical availability rate” is only comparable from late 2024 onward (an earlier, differently-defined indicator is not carried over).

Methodology and licence

Scope
Charge points open to the public, declared under the IRVE schema and consolidated by Etalab (~100k charge points). Excludes the private fleet (homes, closed company sites) and undeclared points.
Regional breakdown
The region is derived from the department (extracted from the municipality's INSEE code, 2016 administrative boundaries). Points without a usable code (some overseas collectivities, missing code) are excluded from the regional breakdown but still counted in the national total.
AC / DC classification
A charge point is classed as "fast charging" (DC) if it offers a Combo CCS or CHAdeMO connector, and AC otherwise (Type 2 or domestic socket). The criterion is the connector type rather than a power threshold, which would produce false positives/negatives (high-power three-phase AC versus low-power DC).
Time cumulation
The monthly cumulative counts, month by month, the charge points whose commissioning date falls in that month. It is not a history of successive snapshots of the network, but a reconstruction from the declared commissioning date of points still listed today. Points commissioned and then removed before the current consolidation therefore don't appear.
Power brackets
Brackets of declared rated power: Slow ≤ 7.4 kW, Accelerated 7.4–22 kW, Fast 22–150 kW, Ultra-fast > 150 kW. Independent of the AC/DC classification by connector type.
Fast-charging threshold (100 kW)
A separate threshold counts charge points with declared rated power ≥ 100 kW, the usual definition of "fast charging" in market barometers. It situates the fully electric vehicle fleet against the public fast-charging network, independently of the bracket split shown in the "Charge-point power" chart.
Department matching (postal code fallback)
When the municipality's INSEE code is missing or cannot be matched, the department is inferred from the 5-digit postcode in the station address (first 2 digits, 3 for overseas). Corsica exception: 20xxx postcodes cannot reliably distinguish Corse-du-Sud (2A) from Haute-Corse (2B), so those points stay unmatched rather than being assigned arbitrarily.
Operators
Breakdown by operator (operator name, or brand name when missing), with normalised labels (roaming suffix removed, case harmonised). The top 20 operators by number of charge points are detailed, split by power bracket; the rest is aggregated into "Other".
Licence
Licence Ouverte / Etalab 2.0, published by Etalab / transport.data.gouv.fr (Fichier consolidé des bornes de recharge pour véhicules électriques)
