Transport emissions: what the national total leaves out
Three lines of the French inventory are attributable to France without entering its total: international aviation, maritime and inland waterway transport. International aviation alone weighs more than four times domestic aviation.
Greenhouse gas emissions (CO2, CH4, N2O, HFC, PFC, NF3, SF6) in CO2 equivalent, on the “Kyoto” scope: mainland France plus the EU overseas territories (Guadeloupe, Martinique, Saint-Martin, Réunion, Mayotte, French Guiana). Why transport's share rises while its emissions stay flat
In level terms, transport has been almost flat since 1990. As a share of the total, it nonetheless rises from 22.8% to 33.8%. Both views carry the same series: transport did not grow, everything else fell.

Road vehicles, by category and by fuel
Road transport accounts for most of the Transport sector's emissions. The workbook breaks it down by vehicle category and by fuel, for three gases: all gases combined, CO₂ alone, and HFCs. Switching between the three on the same vehicles measures what air conditioning adds to the exhaust pipe.

Workbook table D2.1.2-i. Its categories are disjoint, so buses and coaches are stacked separately. The perimeter is established at build time by checking which of the two sums reconstitutes “All vehicles” across the whole series.
The fuel breakdown is the one published under “All vehicles”, where the workbook merges LPG and NGV. It therefore does not line up row for row with the category breakdown, which keeps them apart.

Share of CO₂ in transport greenhouse gases
CO₂ is not all of transport's emissions. The rest (nitrous oxide from engines, methane, and above all the refrigerant fluids of air conditioning) appears in no CO₂-only account, yet it is counted in the CO₂-equivalent total. The curve shows CO₂'s share of the Transport sector's greenhouse gases, recomputed from the workbook's two tables.

Scope and caveats
- "Kyoto" scope: mainland France + EU overseas territories. Broader than the Passenger transport page, which reads sheet D2.1.1 (mainland France only). The two totals are not comparable term by term.
- INTERNATIONAL inland waterway, maritime and air transport is attributable to France but reported outside the national total, under UNFCCC rules: only emissions from journeys between two ports or airports located in France enter the total. They are published separately here, never added to the total.
- All greenhouse gases combined, in CO₂ equivalent: CO₂, CH₄, N₂O, HFC, PFC, NF₃, SF₆. The workbook also publishes each gas separately: the sections below cover CO₂ alone and HFCs, to show what CO₂ leaves out.
- The three “road vehicles” tables (-i, -J, .K) publish the same category × fuel breakdown for three gases. The scope of the “Heavy goods vehicles” row (buses and coaches included or not) is established by arithmetic rather than by the label: the build sums the categories both possible ways and keeps, for each table, the one that reconstitutes “All vehicles” across ALL published years. A verdict that varied from year to year fails the build; a stable verdict that contradicts the label is kept, and the discrepancy is published below.
- The two “(%)” rows of the workbook contain fractions (0.338 rather than 33.8). They are converted into percentage points, then checked against the ratio recomputed from their two published operands.
- Emissions broken down by passenger transport mode, and carbon intensity per passenger-kilometre, are on the Domestic passenger transport page.
Quirks found in the source
- D2.1.2-J: the label “Poids lourds (y.c bus et cars)” states that buses and coaches are included, but the figures say otherwise across the 35 years of the series: the “Heavy goods vehicles” row excludes them. In 2024: All vehicles 114.72, sum of categories including the bus row 114.72, excluding it 111.78. The arithmetic is what is retained.
- D2.1.2.K: 10 fully published year(s) where neither the sum with buses nor the sum without them reconstitutes “All vehicles” to within 1% (1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2002). The scope retained is that of the 22 years that could be decided.
- D2.1.2.K: the label “Poids lourds (y.c bus et cars)” states that buses and coaches are included, but the figures say otherwise across the 22 years of the series: the “Heavy goods vehicles” row excludes them. In 2024: All vehicles 1.40, sum of categories including the bus row 1.40, excluding it 1.27. The arithmetic is what is retained.
